A citizen could clearly be heard repeatedly asking to comment on an item. Chair Abshire looks at the citizen, the Chair holds up her hand in a silencing motion, and calls for a vote without letting the citizen speak. This is against the state constitution.
Sheila sent the video to the AG with a description of other actions of the Council that showed inconsistencies in the way the Council has treated citizens. The AG investigated and sent a letter to the council admonishing them for inconsistencies that caused lack of "transparency" and "confusion" for citizens.
